To clarify setting timing , set the trigger wizard back to 0. Then in the timings setting set off set trigger too 20 and just turn on fixed timing and stab the distributor too 20 with a light?
One last question, I was told i cannot retard timing past what the base timing was set too. This is a turbo car that will see down too 10-12 degrees on the big end.

One last thing, since i played with the wizzard and essentially set the offset too 0 . Should I put that back too 10 or 20 degrees before resetting the distributor in fixed timing mode ? Thanks

Offset should be 10 or 11.
After you set that, never touch that setting or the wizard again.
Change to "fixed timing", then the "Timing for fixed advance" you highlighted in your pic will "ungrey" and you'll see it's 20 degrees. This means timing is "locked" at 20 degrees. Now use your timing light to adjust timing (rotated distributor) so it reads 20 degrees at the engine. Rev up the engine slightly if the timing mark isn't stable at idle. Once it's set to 20 deg, lock down the distributor. Now change back to "use table".

A turbocharged small block should never "need" less than 12 degrees on the big end. Honestly will not be likely to need less than 15, unless you are intent on running big boost with crap fuel. You can set the offset as low as 5, but go no lower.

Today-
I set timing as prescribed, trigger offset too 10 degrees, base timing too 20 with the timing light on fixed timing mode. I let the engine cool down and fuel pressure come back down too zero. Started right up 34 degrees outside. I can see a little adjustment too cranking pulse but still much better, like 2-3 seconds too fire it vs 20 seconds cranking haha.
It was the trigger off-set. I used the manuals recommendation using the wizard essentially matching 20 too 20 and that messed me up because the Trigger Off-set was zero.
