Does the ported lower intake that Stinger has, come with the 3/8 NPT hole for the ACT sensor?

Depends on the application it's supposed to be for, or if it's for an application that doesn't normally have one, it depends if you request it or not.
With that said, it's not an ideal location for an ACT if you're adding one as they tend to heat-soak.
