The list is updated as people purchase, pass, remove themselves, or don't respond to emails/pm's and get removed from the list. That means the next batch will be offered to #1-8 and then move on from there as some fail to respond or don't have the funds available. Last batch took 25 people to fill the batch of 8 PiMP's.
