When I get to full boost and go to shift I have had my intercooler pipe silicon connectors pop off twice. I’m guessing it has something to do with the BOV not releasing the pressure right. I’m thinking it’s the BOV spring because I’m not sure which one is in there and don’t know where the other one went.

It's likely not the BOV at all.
What FMIC setup and where is it blowing off?
Is the clamp bottomed out (can't go any tighter because the rounded ends of the clamp are touching)?

It blew off in two different spots. Right before the throttle body and down by the intercooler.
The intercooler setup is custom because the intercooler that is on it has the in and out on the same side.
And none of the clamps are bottomed out.
If it’s not the BOV I’m going to try to sand the pipe where the connector clamps on and see if that will help

I assume there is no bead on the ends of the pipes?
Are they t-bolt clamps?
Are the couplers/clamps on straight pipe (not literally a straight pipe, there an be bends, I'm just asking if the part the coupler/clamp goes on is straight or if it's part of a bend)?

No there are no beads at the end.
They are mostly t-clamps. There is one or two regular clamps.
They are not in the bends.
Also the car has a lot of flutter. I feel like I do hear the BOV open but then the car flutters

The BOV will flutter under certain conditions. The BOV is a simple device. It either works or it doesn't. If it's blowing off then it's doing its job and the problem is elsewhere.
It can be a clamp issue, too smooth of pipe, lack of beads (more of an issue with aluminum pipe since it's smoother and bends when you tighten clamps real tight), or oil contamination.
