Are these too close to the header? I have some heat resistant sleeves for the lines(not pictured). Would these be better positioned against the block or suspended in between the block and header? Any ideas? Is there a better way to route these? Maybe a thin heat shield?

That should be enough clearance. Obviously the closer to the block (farther from the header) you can get them the cooler it will be. They have coolant running through them constantly so as long as they aren't touching they should be fine. A heat sleeve or shield is fine if you want added protection.
