It takes less idle duty to idle at 800 rpm than 1400. There is not reason for that table to be the same both places.
If what I posted did not idle, I would open the butterfly (and recal TPS) until it did. The "cold" values should not have changed much.

So the procedure of unplugging the IAC and setting the curb idle at 950 on a warm engine isn't really valid?

Not unless you're using PWM warmup for idle mode (in which case the IAC is not used for warm idle and idle speed is entirely set by the stop screw).
