OK i got a 84 all stock svo with 70000 miles on it, like only 70000 actual miles on the car and motor. so i was bored today and was starting to notice a little lag in the turbo so i did a compression test number 1 cylinder had 118psi number 2 had 121psi numbers 3 had 155psi and number 4 had 115psi i did put a tablespoon of oil and retested and the pressure came up to 152psi but i didn't put oil in the rest of the cylinders and also noticed lately that when ever i start the car a puff of blue smoke comes out but after a few seconds its gone
So what should i do...and why it there such a big jump in number 3 the car also sat for about 9 years I'm thinking the whole motor need to be rebuilt

Typically they will read 135-155 so #3 is probably the only "right" one. I'd retest to verify numbers before proceeding.

should I just do a regular compression test or should I put oil in the cylinders and test

Regular is fine, make sure the engine is warm and you hold the throttle wide open during the test.

I would unplug the injector harness so you aren't squirting fuel in the cylinders while you are cranking.

Holding it wide open shuts off the injectors...it puts the engine in "flood clear" mode.
