Local to KC eh? I saw this vid on the tube and was thinking to myself that it looked alot like "fairfax (??) Kc, Ks side...my buddy took me up there not too long ago (from Grove Ok). Lots of stuff there and lots of nice rides.....but this vid is killer.
Depends how much labor you can do yourself, what your skill set is (for porting and such), and how much wheeling and dealing you do. To buy all the parts new and just bolt them on, probably $6000 or $6500. With enough used stuff, tons of your own skill and labor, etc., it could be done for $3500 or so.
I had a customer that wanted to make an "easy 400rwhp" in an SVO. I put together a combo of parts for him to buy to make it happen. He bought $2500 of stuff from me, I sent him to Bo for another $2800 or so, then he added in some small details and had a shop put it together. It made 420rwhp/450rwtq after a couple hours of tuning on the dyno.
Like I said, I don't know where they are currently. I should have them on an old hard drive. I saw in a facebook update last week that he finally put the car back together and is ready to make some new passes. It went low 10's previously.
