If i use stinger adapter plate with my v8 belhousing (C4), would i be able to use my v8 stall converter and do i need a special flywheel?

You'll need to have a flywheel/flexplate with the 2.3 crank pattern (redrill yours or have another one made) unless you have the engine apart and have the crank drilled for the 5.0 pattern.
You're V8 converter isn't going to work because 1) the 2.3 won't make enough torque down low to get it going and 2) the pilot is a different size.

Pretty much anybody can make one, who makes one that will work perfect "out of the box" is basically nobody...too many variables that make each 2.3T act different enough (cam, porting, turbo, intake design, trans brake vs footbrake, etc.) to require at least one time of sending it back to change the stall to get it right.
