I’m getting a whistle from one of the injectors but no fuel leak. Is it possible to have an intermittent vacuum leak from a bad o ring?

I would expect it to be leaking fuel as well if that's the case. Should be making a hell of a mess.

I know, but man that vacuum whistle stopped when rotated the injector.. odd

Well, it's certainly possible. If you can turn it again and make it whistle then I'd likely spray something flammable at it (ether, carb cleaner, brake clean, etc.) and see if the engine responds. If it does you know it's leaking.
