Hello, like to know if some one might know the step by step process to bleed out air from power steering pump/rack and pinion. Is there a site we’re I can get steps to bleed system?

In general you just run the wheel back and forth lock to lock while making sure the pump doesn't run low enough to start foaming in the reservoir. If it gets too foamy, stop and try it again after it goes back to a liquid.

Is that done with front tires in the air(jacked up) and with car running or just key on?

Car has to be running to turn the pump. Doesn't matter if the wheels are on the ground or not, though being on hard ground can wear the tires a bit.

So I’ve been at it for couple of days now but I still have this whining noise when I accelerate? Fluid is dark now. No air bubbles seen when car is running and turning wheel left to right. I’ve even tried with key in only and air does come out from resivoir but the boots on rack and pinion get sucked up and hard to turn. So I remove vacuum line that meets the other side of rack and pinion so I will go back to regular form. Don’t know if I have a bad pump now just stuck. Any suggestions.

Ford power steering pumps whine but normally can only be heard at idle/low RPM. Turbo whine typically drowns it out under load.
Really difficult to diagnose a power steering issue over the internet.
