well I guess the title has the ? in it. also if you could where to get both from. I may want to turn up the boost one day so if I can get a turbo that will make up 30psi that would be great. Thanks for the help. I have made some videos of my car that I will put up soon

A stock T3 can make 23psi pretty efficiently (for that matter almost any turbo can "make" 23psi). Stock injectors can also handle it on some setups.
There are a number of problems with the question at hand though:
We need to know what ecu, performance parts, etc. you are running.
You also need to realize that 23+psi on pump fuel is rather difficult to get away with unless you have a very efficient turbo, large intercooler, and perfectly tuned engine.
There is no good reason to have a boost pressure "goal" to run. A hp goal is good, a boost goal is not. There is a big difference between 23psi on stock system with a stock turbo and 23psi on a properly modded setup. In many cases, you can make more hp at 20psi on a well modded system than 30psi on a stockish setup. This is why having a boost goal really accomplishes nothing.

I don't have a boost goal. The 23psi was what you told me I would need to run 12's. I don't plan on getting a turbo that will make 30psi and just turning it up. I would like to if possible buy one good turbo that I will be able to run 15-18psi on the street the turn it up at the track. Then when I have every thing to use more boost turn it up more. I'm not sure how much boost one of these engines can handle with stock bottom end and head. I had a goal of low 12's but as soon as I get there I'm going to want to go faster and faster lol. heres your list you gave me for 12's 3" Exhaust with straight through muffler(I have this) Cone Filter(I have this) Manual boost controller( Would it be better to go with a electric one) Adjustable Fuel Pressure Regulator(I have this) Remove Excess Weight in car Front Mount Inter cooler kit Turn up boost to 23psi or so (if you can get away with it on pump gas and you have a T3 turbo). Bo port cam Get an MSD box with a 2 step for launch control. Learn to drive it Run 12's I know not all parts work together(like just putting a big turbo on for high boost) With your list I was thinking of also going with a ported and gutted upper,lower intake P&P head and your header or a P&P e6. would any of this hurt me (like the p&p with stock 88 turbo) I know on super chargers if p&p your heads your boost goes down if you don't change any thing else. Well heres my plan 1) front mount I/C from you. 2)Bo port cam (will talk to him when I order a cam about the P&P of my stock parts) I would like to do the cam and P&P all at once. 3)Get an MSD box with a 2 step for launch control 4) build auto trans my ecu is the stock one from a 88 tc. I have not check it but thats what the guy I got it from told me. At what point would I gain from buying some thing like a mega squirt kit. I don't really know much about the mega squirt kit But I like to learn. Sorry about all the ?'s ;D I just would like to do every thing right the 1st time with out sling a rod out the block ;D Thanks for the help

The 23psi I mentioned was for a stock system, if you port it or add other high flow items (header for example) then the boost required to make the same power will be less (similar to how a supercharger runs less boost after porting but makes the same power as before at a lower boost level).
No need for an electronic boost controller.
I still say you are better off sticking with the stock turbo until you max it out (if you have a T3, which I'm still not sure if you do).
Any standalone ecu is only as good as the guy tuning it, it could benefit a bone stock 2.3T if the tuner is well versed in how to tune it properly.

Can you tell me away to see what turbo I have? If this helps it's the turbo that came on the 88 TC. I will wait on the mega squirt kit. till I read a lot on it and find out how to tune it. Do you know of any sites that have good info on the mega squirt kit? Thanks for the help

It says .63 or .48 cast into the exhaust housing.
