I have a road race XR4Ti and the engine needs a complete rebuild. Going to go .030 over on the bore with new forged pistons but was curious at what point do I really need forged rods? The engine doesn't turn more than 6500rpm and boost levels will be no more than 18 lbs max. Would stock rods live within those parameters or should I spring for forged rods to make the bottom end more robust?

The stock rods are good to around 400hp at the wheels. Unless you've got a ported head/intake and a large cam you won't approach anywhere near 400hp at 18psi.
With that said, Crower Sportsman rods are only $450ish so it's not a huge cost to upgrade them relative to the rest of the cost of the rebuild.
I also wouldn't go .030" over since that's the max overbore for this engine. If you go straight to .030" over then if you ever need to do another rebuild then you'll have to start over with a new block. If you go .020" over now then you could go to .030" if you had to rebuild again.
