The engine runs good but feels like a regular 4cyl with no turbo. It will rev to 4000 rpm’s and that’s it. Codes is only code is 54 15psi boost 255 fuel pump Kirk regulator from your site set at 39 with vac off La3 computer from bigrracing with his stand alone harness New reman vam New tps New pip Coil Motor craft plugs at .030 New wires 8mm Timing set 10 with spout out The only thing I can think it could be is the cam or the computer idk

Sounds like cam timing is off a tooth or two.

Could also be weak valve springs, though I don't typically find that limits RPM, it just is down on power and it runs rough after revving high (because it's running on 2 or 3 cylinders). Then once the HLA's bleed off the excess oil, the valves close and it runs normal.
Building boost in neutral is typical of a cam timing issue.
