I purchased the Needhp cam gear to go along with the Boport 1.5 cam. My question is: can I just line up the timing mark on the adjustable cam gear with the middle plastic timing cover indicator and adjust the gear if I am off the mark a little? I ask this because I am having a hard time lining the plastic indicator up with the mark on the gear once I try and get the belt on.

If you want it to be most accurate, find true TDC at the crank with a piston stop (find where it tops turning both directions, TDC is the center of those two marks), then line up the cam using the e-bar (bar level across two cam lobes), then put the belt on the gear without moving crank or cam.
If you want to ballpark it, throw it on using the mark and then adjust from there. You'll not know what "true zero" is so you'll not know how many degrees it's advanced/retarded but if you're just tuning by feel then it doesn't really matter what degree it is.

Should I still use a piston stop if I have your billing crank timing pointer?

The billet pointer is adjustable for the sole purpose of being able to mark true TDC with a piston stop.
