how many pounds can the duel valve BOV hold before it leaks. and what is the second spring for.

It really shouldn't leak under any "typical" boost pressure by design. The other spring is to adjust how early/late the valve goes off. Light pressure means it will vent when little to no boost is present, stiff spring means it won't vent until there is definite boost present.

ok is it typical to have some light back pressure come from my turbo still . and when i really get on it and get out then i can here it work.

If the spring is tight then it will still have a little pressure in the system and not release until you get on it pretty hard.

so the little presure that comes out the turbo before the valve opens will or will not hurt my turbo. I was told that the back pressure on the turbos bad.

You can change out the springs and adjust how much air exits out the turbo before the valve opens. It shouldn't be enough air to cause any damage but a softer spring will eliminate it.
